Westbank: Five Stamp Series for 2011

On June 7th, 2011, the Council of Ministers issued resolution 03/92/13/CM/PNA (2011), setting out the year's agenda on fiscal and postage stamps:

Pursuant to the powers vested in it by law with respect to the Special Commission for postage stamps, according to the general administrative provisions, with respect to the 2003 revised statutes (PNA) and the Council of Ministers resultion 02/84/12/CM/PNA 2008 and the recommendations of the 5th Special Session of the Commission for postage stamps of 24.04.2011, the Council of Ministers decided at its meeting on 07.06.2011 in Ramallah the following:

The following recommendations of the 5th Meeting of the Special Commission for postage stamps, which was held on 24.04.2011 are confirmed:

On October 20th, Palestine Post launched a design competition for three further stamp issues. One notes that the Arafat series is not mentioned.

Palestine Post announces a stamp design competition for the following topics:

  1. Postage stamp under the slogan "Determined to be excellent", according to the following conditions:
    • stamps should reflect the specific features of the ministries which take part in the "Project for Excellence" (Ministry of Communications and Information Technology, Ministry of Interior, Ministry of Communications, Ministry of Public Works, Ministry of Finance).
    • All explanations on the design should be given in Arabic and English.
    • The design should be composed of five different nominal values each value for one of the of the five ministries.
    • Write a explanation of the design which should be short (not more than five lines) in Arabic and in English and attach it to the design.
    • put all explanations on a disk (CD) so that the design is subject to zoom out and zoom without affecting its elements.
    • Design should be submitted either as a hand drawing or made by on a computer-aided design program on paper A4.
  2. Postage stamp entitled "Fruits in Palestine", according to the following conditions:
    • stamps should reflect the fruits cultivated in Palestine.
    • All explanations on the design should be given in Arabic and English.
    • The design should be composed of four different nominal values, each value reflects a different type of fruit, to be submitted on paper A4.
    • Write a explanation of the design which should be short (not more than five lines) in Arabic and in English and attach it to the design.
    • put all explanations on a disk (CD) so that the design is subject to zoom out and zoom without affecting its elements.
  3. Postage stamp titled "Sports in Palestine", according to the following conditions:
    • stamps should reflect the participation of Palestine in local and international sport events.
    • The design should be composed of four different values, to be submitted on paper A4.
    • Write a explanation of the design which should be short (not more than five lines) in Arabic and in English and attach it to the design.
    • put all explanations on a disk (CD) so that the design is subject to zoom out and zoom without affecting its elements.

Note: You must attach the following information on the back of each design: (full name, age, full address, phone number, e-mail). Designs have to be sent to the Directorate General of Palestine Post at the following address: Directorate General of Palestine Post - Bireh - Bireh next to the municipality of Bireh

Contest winner will be honored as follows:

  1. The winner will be named in a special brochure with the design of the winner.
  2. A certificate of appreciation will be presented by the Minister of communications in a special ceremony honoring the winner.
  3. The winner will get a collection of Palestinian stamps for free
  4. The winner will receive a private mail box free of charge for three years and if he has a mailbox the winner will be exempted from payment of fees for the same duration.

President Arafat 2011 (2012)

According to reports, a series of stamps and a prestige booklet on President Arafat have been prepared by Palestine Post, initially for November 2011, the actual anniversary commemorated. A release date in February or March was belatedly indicated in early 2012, but on 2.05.2012 official confirmation of a 6.06.2012 release date was issued. The stamps and the booklet were printed in Bahrain.
Details on the booklet, images of all panes and essays.
The stamps printed in sheets of 10 (5x2) have denominations 50, 100, 150, and 5,000 Fils (total: 5,300 Fils). Print run: 10,000. The numbered booklet contains 15 stamps in four denominations (5x250, 3x500, 3x750, 4x1,000 Fils) with a total franking value of 9,000 Fils and is sold for a price of 20,000 Fils. Print run: 5,000. One notes that the stamps on pane 4 are perforated differently.
According to reports from Bireh, no official FDCs were issued on 6.06.2012 as they were confiscated by Israel. Shown below are unoffical FDCs. The official FDCs finally went on sale on 16.07.2012.

A new set of stamps commemorating Yasser Arafat is being prepared for release by Palestine Posts in Ramallah. Apparently the Israeli authorities required some modifications to the design and the stamps will be printed in Bahrain. There have been rumours about this set for some time [...].

Determined to Pursue Excellence 2012

According to reports, a block of stamps on the theme "We are determined to pursue Excellence" has been issued by Palestine Post on 6.06.2012. The block was designed by Anas Maraqa and 5,000 were printed in offset by Oriental Security Printing Solution, Bahrain. It consists of five stamps at 300 Fils each (total value: 1,500 Fils). The position of each stamp within the block is shown on the diagramme below.
According to reports from Bireh, no official FDCs were initially issued as they were confiscated by Israel. Shown below is an unoffical FDC as well as the official FDC taht finally went on sale on 16.07.2012.

Fruits of Palestine 2012

According to reports, a block of stamps (miniature commemorative sheet) on the theme "Fruits of Palestine" (officially just "Fruit") has been issued Palestine Post on 6.06.2012. The block was designed by Anas Maraqa and 5,000 were printed in offset by Oriental Security Printing Solution, Bahrain. It consists of eight different stamps denominated at 2x150, 2x300, 2x350, and 2x450 Fils (total: 2,500 Fils). The position of each stamp within the block is shown on the diagramme below.

According to reports from Bireh, no official FDC was initilaly issued they were confiscated by Israel. Shown below are unoffical FDCs. The official FDC finally went on sale on 16.07.2012.

Note on the print-run: the folder says "10,000 stamps of each value", as each value appears twice in the blok, the number of block printed should be 5,000. This is further supported by the official FDC which contains only four stamps.

Olympic Palestine (FIFA Recognition) 2012

According to reports, a block has been issued by Palestine Post on 6.06.2012. The stamp shows a fooball and the national colours of Palestine and is inscribed "FIFA Recognizes the Palestinain Home Game", however the block shows the national flag and a football crowd as well as the logo the Palestine Olympic Committee and says "Palestine Olympic". And that's also the title in the official folder. Note the differences to the design of the similar FIFA block issued in 2013.
The block was designed by Anas Maraqa and 5,000 were printed in offset by Oriental Security Printing Solution, Bahrain. It contains one stamp demoninated at 1,000 Fils.

Arab Postal Day 2012

According to reports, a series of five stamps on the occasion of "Arab Postal Day 2012" was to be issued by Palestine Post on 3.08.2012. Stamps already on sale on the internet in 2012 alledgedly stem from a batch officially taken on by Oman Post, and are deemed not to be illicit.
As of 17.06.2013, the issue has finally reached Palestine and is to be released in Summer 2013.

Merry Christmas 2012 / International Day of Civil Defence 2013

As of 17.01.2013, reports of two new series of stamps, "Merry Christmas 2012" and "International Day of Civil Defence 2013" became known. Dates of issues are planned or 1.02.2013 and 1.03.2013, respectively. Denominations for both are: 200, 250, 600 Fils (stamps), and 1,000 Fils (block).
Both issues got released in 2013.

Gaza Public Relations and Media:

The Ministry of Communications and Information Technology is to issue a set of postage stamps reflecting the third anniversary of the Battle of al-Furqan.

The Director General of Directorate General of Post-designate Munther Abdel Fattah Kuraz siad that the series consists of four postage stamps 150, 500, 750, and 100 fils and a block of 3000 Fils, and the FDC is issued as a birth certificate of the seiries.

Kuraz said that one could get the new version starting on Monday, 16.04.2012 from the Office of Philatelic Service, Gaza, in the Ministry of Communications and Information Technology.

The Ministry of Communications and Information Technology launched three series of new stamps reflecting the themes of education, and the Mughrabi Gate Bridge, and the memory of the Gaza War. This came during a ceremony organized by the Ministry, in cooperation with the Ministries of Education and Culture in the meeting room at the Ministry of Education.

The ceremony was attended Dr. Osama Muzaini, Minister of Education and Higher Education, and Dr. Osama al-Issawi, Minister of Communications and Information Technology, and Dr.Mohammed Madhoun, Minister of Culture, Youth and Sports, Dr. Mohammed Abu Shakir, Undersecretary, and Abu Hashim Mustashar, advisor to the Minister, and a number of general managers and corporate and official figures from several ministries.

At the beginning of the ceremony the Minister welcomed the attendees, stressing that the Ministry of Education is honored to host this important ceremony [...] .

The postage stamps commemorating the Gaza War are evidence that Gaza is steadfast and resistant and will remain steadfast and a gateway to Jerusalem and the liberation of Palestine, and the slogan in education refers to the importance of science and knowledge in oder to create awareness of science and knowledge, progress and liberation.

Dr. Muzaini thanked the Ministry of Communications for the adoption of the slogan in education within the postage stamps, stressing that the adoption of the slogan in education on a postage stamp confirms the interest of our government to education, putting emphasis on the main engine of progress and development.

In turn Dr. Madhoun affirmed that the issuance of postage stamps is part of the general battle fighting the Zionist occupation in various fronts, pointing out that the issuance of postage stamps from the government's plans to preserve the history .

Dr. Madhoun said the postage stamp of the Mughrabi Gate of Jerusalem points on the tried obliteration the monuments and Judaization of the Islamic and Christian monuments in the Holy City and exposes this to all.

Dr. Issawi said that issuing these postage stamps is part of the strategy of the ministry to commemorate the thsmess of thought, culture and and to commemorate events and important issues. He said that the Ministry of Communications has the honor to cooperate with the various ministries and all spectrums of the Palestinian people for the completion of postage stamps and be an effective servant of the Palestinian cause.

Munther Kuraz, chairman of the Committee of the Ministry of Communications on postage stamps agve a visual explanation of the postage stamps and purpose of the issues. At the end of the ceremony the Minister inaugurated the three series and so marked the beginning of postal distribution and circulation in post offices and by the Philatelic Bureau.

According to reports, the Hamas-controlled Ministry of Telecom & Information Technology in Gaza has issued on 16.4.2012 a series of stamps under the slogan "Mughrabi Gate Bridge" containing 4 stamps (50, 100, 300, 1000 Fils) sized 30.1x40.9 , and a block (3,000 Fils) sized 119.4x80.6mm , all printed locally . Sheets consist of 10 stamps each (5x2). Official FDCs (one for the stamps, one for the block) were also issued. Official postmark date on FDCs is 30.04.2012. Note: all sizes can vary slightly due to the nature of line perforation and cropping.

Four further series for 2012 announced

On 9.11.2012 news about four series was received:
  • Palestinian Currency (Coins) (24.12.2012)
  • Isra & Maraj Journey (24.12.2012)
  • Buraq Uprising (Buraq Revolution Martyrs) (24.12.2012)
  • State Visit of Sheikh Hamad of Qatar (no details, no date set).
As of 17.12.2012, the State Visit series no longer get mentioned. As of 24.12.2012 further details about the Buraq and Coins issues became known (see details above) and all three issues appeared on the MTIT website and were placed on sale in post offices.

Postage stamps are symbols of the state, and the historical record, [...] reflecting and highlighting the most important events first hand to be a witness to the times. Given these points, the Ministry of Communications and Information Technology has an interest in the issuing of postage stamps through the formation by the minister Dr. Osama al-Issawi of a committee on postage stamps.

The Ministry of Communications and Information Technology recently issued three new sets of postage stamps new, these embody the Palestinian people's right to establish their own state, and restore the rights usurped for self-determination and have exposed the crimes of the occupation: stamps on the Palestinian currency at the time of the British Mandate, and on the martyrs of the Buraq uprising, and the Isra & Maraj journey.

To determine the nature and importance of these issues, the philosophy and purpose of the issues, an interview at a meeting in the ministry with Munther Kuraz, the chairman of the Stamp Issue Committee:

Palestinian currency

Kuraz said that this series embodies the currency traded the time of the British Mandate over Palestine, the time period between 1927-1947 and consists of six postage stamps and a block.
He explained that the image of each stamps bears the currency that was in circulation in that era, including 1 Mil, 2 Mils, 5 Mils, 10 Mils. 50 Mils, 100 Mils, the Mil being a part of the Palestinian Pound.
Kuraz said the block bears pictures of paper bills in denominatons of 1, 2, 5, 10, 50, and 100 Pounds, pointing out that coins and paper bills were in three languages ??Arabic, English and Hebrew.
There are FDCs of the block worth 3,000 Fils, and the six stamps (50, 150, 250, 500, 750, and 1,000) Fils.

Buraq Revolution Martyrs

Postage stamps are weapon to prove the legitimate rights of the Palestinian people, and also to expose the crimes of the British occupation of Palestine.
Kuraz said this series was designed to commemorate the martyrs of the Buraq revolution, in which the British Mandate implemented the death penalty by hanging the three heroes (Mohammed Jamjoom, Fouad Hijazi, Atta al-Zeer) on 17.06.1930.
The serieas consists of a block worth 3,000 fils, in addition there's a FDCs.

Isra & Maraj Journey

Among topics fpor issuing postage stamps are religious themes, and this series deals with the Isra & Maraj journey, its impact and its place in the hearts of muslims.
Kuraz said that this is first release of its kind in the Arab and Muslim world, where no one has so far been addressing the Isra & Maraj journey through postage stamps.
The series consists of a block worth 3,000 fils, in addition there's a FDCs.

The ministry has started trading and selling these stamps in all post offices of the ministry and in the Philatelic Bureau at the Ministry Office in Gaza.

The design is attributed to MTIT staff and the series is printed locally by Dar al-Arqam Library Printing Shop, Remal. The issue was originally planned for 11.11.2012 and the nominal issue date is 1.09.2012 (postmark on FDC).

The 'Buraq Revolution' (ثورة البراق‎) was an uprising in August 1929, leading to martyrdom of some 120 Palestinians, many hundred more were injured, and the execution on 17.06.1930 of three freedom fighters by the British authorities: Mohammed Jamjoom (Muhammad Jamjoum, Mohamamed Khalil Abu Jamjum), Fouad Hijazi (Fuad Hijazi, Fuad Hassab el Hejazi), and Ata al-Zeer (Atta Ahmed el Zeer, Atta Elzir). The 'Buraq Wall' is also widely known as the 'Wailing Wall'.
